Why this needs approval: Hard flooring (timber, laminate, vinyl plank, tile) on a lot above another lot can transmit impact noise. Most schemes require an acoustic rating (LnTw) on the underlay to prevent noise complaints. Carpet usually doesn't need approval — but the by-laws of your scheme are the final word.
